The Tax Policy Center on the Romney Budget

The Tax Policy Center of the Urban Institute and Brookings Institution, which is a non-partisan tax center set up by liberal and conservative economists who have served under Republican and Democratic presidents, has this to say about Romney's proposed "budget":
Our major conclusion is that any revenue-neutral individual income tax change that incorporates the features Governor Romney has proposed would provide large tax cuts to high-income households, and increase the tax burdens on middle- and/or lower-income taxpayers.
